Overview

Nakupuna Companies is seeking to hire a full-time Project Manager (PM) to lead our DoWEA Team. The candidate will serve as the primary operational liaison and overall leader for the Department of War Education Activity (DoWEA) Pacific Region Facility Surveys and Assessments contract. The PM is responsible for overseeing a multidisciplinary technical team to execute large-scale, triennial facility condition assessments, engineering surveys, and real property data collection across 45 school campuses on 21 U.S. military installations in Japan, Okinawa, South Korea, and Guam. This strategic role requires strict adherence to schedules, financial objectives, and rigorous reporting requirements to ensure all deliverables support DoWEA’s centralized asset management lifecycle.      

Responsibilities

Job Duties Include: The following reflects management’s definition of essential functions for this position, but management may assign additional duties and responsibilities at any time. Specific duties include:

  • Operational Leadership & Contract Management: Serve as the primary operational liaison with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and DoWEA Regional Points of Contact. Develop and execute the Contract Management Plan across a complex, multi-year IDIQ structure, ensuring all contract operations and individual Task Orders fully comply with cost, schedule, invoicing, and performance requirements.
  • Task Order Execution: Manage the concurrent execution of Triennial Task Orders (recurring three-year cycles for physical fieldwork and assessments) and Out-of-Cycle Task Orders (issued as needed for limited, unscheduled, or urgent requirements). Provide written justification for technical staffing mixes and labor categories proposed for each new Task Order.
  • Team & Personnel Management: Manage a diverse technical team (e.g., engineers, architects, environmental SMEs), overseeing all personnel management functions including recruitment, performance assessments, mentoring, time and attendance, and verifying that all staff meet contractual qualifications prior to Task Order deployment.
  • Project Planning & Scheduling: Develop and manage a master deployment schedule 30 days prior to fieldwork, avoiding operational disruptions such as holidays and testing windows. Issue formal written deployment notifications via electronic mail to DoWEA stakeholders at least three (3) weeks prior to mobilizing personnel at any facility
  • Quality & Deliverable Control: Implement rigorous internal quality controls for all engineering, environmental, and facility data, overseeing the successful population of facility data into the Enterprise Sustainment Management System (E-SMS) within 90 days of site visits.
  • Financial & Executive Reporting: Oversee and report overall IDIQ and individual Task Order performance and financial outcomes, including profit margin, utilization, and cost execution, directly to the Facilities and Infrastructure Support Services Managing Director.

Qualifications

Skills/Qualifications: The ideal candidate for the Project Manager position must possess strong leadership and organizational skills, with a proven track record in program support within a similar domain:

  • Demonstrated expertise in managing overseas Department of Defense (DoD) or federal IDIQ contracts of comparable scope, integrating multiple concurrent Task Orders across wide geographical dispersion.
  • Agility in managing both long-term cyclical schedules and emergent, on-demand field requirements, adeptly aligning resources to meet both planned and Out-of-Cycle demands.
  • Strong leadership, communication, and logistical coordination skills, particularly in deploying personnel to OCONUS locations.
  • Familiarity with USACE Sustainment Management System (SMS) BUILDER methodology and federal Real Property inventory requirements.
  • A valid Project Management Professional (PMP) credential through the Project Management Institute (PMI) is strictly required.

Education & Experience: This position requires a Bachelor of Science (B.S.) or higher degree from an accredited college or university in Engineering, Architecture, Construction Management, Facility Management, or a closely related technical discipline. Candidates must possess a minimum of ten (10) years of progressive project management experience overseeing large-scale, multi-facility condition assessments, engineering surveys, or real property data collection programs, with at least five (5) years managing overseas DoD or federal contracts of comparable scope 

Physical Demands & Work Environment: Work is a mix of traditional office environments and OCONUS site visits, requiring frequent international travel and walking across military installations and school campuses. Candidates are continually required to stand and walk, utilize their hands, and demonstrate finger dexterity. Specific physical requirements include:

  • Ability and willingness to undertake extensive international travel to U.S. military installations across Japan, Okinawa, South Korea, and Guam.
  • Physical stamina to walk extensively across expansive school campuses, traverse uneven outdoor terrain (such as playgrounds and sports fields), and climb stairs during multi-facility walk-throughs.
  • Ability to perform repetitive motions with the hands, wrists, and fingers (e.g., data entry, E-SMS system updates, reporting).
  • Ability to engage in and follow audible communications in emergency situations on active military installations.
  • Ability to sit for prolonged periods at a desk and work on a computer.

Clearance Requirements: Must be a U.S. Citizen. An active DoD Secret clearance is highly preferred, though not strictly required for this position. The successful candidate must be able to successfully pass all requisite background checks and maintain necessary credentials to facilitate base access on U.S. military installations

Work Location: The ideal candidate will reside in or near one of our strategic hubs: Arlington, VA; San Antonio, TX; Charleston, SC; San Diego, CA; or Honolulu, HI. Work is a mix of headquarters/office support and direct performance at DoWEA Pacific Region military installations. This role requires periodic, scheduled deployments to oversee field operations and liaise with local facility contacts across 45 school campuses located in Japan, Okinawa, South Korea, and Guam

 

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $135,000.00 to $155,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
