Overview

Nakupuna Companies is seeking an experienced Program Management Analyst (PMA) to support U.S. Government programs through disciplined planning, analysis, coordination, and execution support. This assignment supports Portfolio Acquisition Execution (PAE) Mission System's Surface Fleet Delivery Platform Delivery Office (PDO 20), contributing to the planning, coordination, analysis, and execution of Navy Surface Fleet C4I system-of-systems integration and capability delivery.

 

The Program Management Analyst helps program teams understand performance, identify emerging risks and dependencies, maintain execution visibility, and translate complex information into clear actions and decision-ready products. The analyst works across program stakeholders to support successful execution of cost, schedule, performance, risk, resource, and mission objectives.

 

Program management support is applied to the specific platform, ship class, integration effort, capability area, or program function being supported, helping align technical, schedule, resource, risk, and stakeholder activities across the ship lifecycles. This work supports PDO 20’s responsibility for integrating C4I capabilities onto surface platforms and delivering coordinated, operationally relevant capability to the Fleet, enabling improved operational readiness, interoperability, and warfighting effectiveness.

Responsibilities

  • Support program and project planning, coordination, analysis, and execution activities.
  • Monitor program performance, schedules, milestones, risks, issues, actions, and dependencies.
  • Collect, organize, analyze, and present program information to support Government decision-making.
  • Develop reports, briefings, trackers, analyses, and other program management products.
  • Coordinate with Government, contractor, technical, business, and other stakeholders in support of assigned program objectives.
  • Identify emerging concerns, assess potential impacts, and develop recommended actions or solutions.
  • Support program reviews, meetings, working groups, and other recurring or special program activities.
  • Maintain accurate program records, documentation, and management information.
  • Support process improvement and other initiatives that improve program execution, visibility, responsiveness, or efficiency.
  • Perform other program management duties consistent with the position, labor category, contract requirements, and assigned customer mission.

Skills/Qualifications:

  • Experience applying data management, data analysis, and data visualization.
  • Experience in designing multiple data visualization techniques and applying the most appropriate visualization tailored to various audiences.
  • Experience supporting Navy or DoD acquisition programs delivering operational capabilities
  • Ability to communicate program performance and risk insights to leadership audiences
  • Excellent oral and written skills.
  • Excellent critical thinking skills.
  • Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook.
  • Ability to work independently and as a team.

 

Education

Bachelor’s degree in a technical, managerial, business, engineering, or other discipline relevant to program or project management.

 

Relevant professional, Government, or military experience may be considered in lieu of the education requirement when the experience demonstrates equivalent knowledge, responsibility, and program management capability, consistent with applicable contract and labor category requirements.

 

Experience

Typical Experience: Seven (7) years of professional experience in program or project management.

 

Target Experience Range: Approximately 7 to 10 years of relevant professional experience.

  • Relevant experience should demonstrate increasing responsibility in areas such as program planning, project execution, schedule management, risk and issue management, performance analysis, stakeholder coordination, acquisition support, resource planning, decision support, or related program management activities.
  • Strong candidates should demonstrate progression from performing defined analytical or coordination tasks toward independently managing moderately complex assignments, identifying execution concerns, developing recommendations, and coordinating across multiple stakeholders.
  • Relevant experience does not need to come exclusively from Department of Defense programs. Experience from aerospace, engineering, technology, shipbuilding, manufacturing, infrastructure, or other complex program environments may receive consideration when the candidate demonstrates transferable program management competence.

 

Certification

No certifications required

 

Preferred:

  • Project Management Institute (PMI), Project Management Professional (PMP)
  • Certified Associate in Project Management, CAPM, where appropriate to the candidate’s experience
  • Prior DAWIA Program Management credentials for former Government or military candidates
  • Lean Six Sigma or equivalent process-improvement training

 

Clearance Requirements

Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.

 

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $81,000.00 to $140,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
