Overview

Nakupuna Services is seeking to hire four (4) DMLSS LogiCole FM Area of Responsibility Managers to support the Defense Health Agency (DHA) Defense Medical Logistics Standard Support (DMLSS) Database Sustainment Specialist (DSS) Support contract under Task 3 Project Management Support and AOR Management requirements. AOR Managers provide direct regional oversight and coordination of DMLSS LogiCole FM sustainment activities across assigned Military Treatment Facilities. This role serves as the primary regional liaison between DHA Facilities Enterprise leadership, Program Management, Technical Managers, Database Sustainment Specialists, and MTF Facility Management staff. The AOR Manager ensures standardized implementation, performance compliance, data integrity, and continuous improvement of DMLSS LogiCole FM modules across assigned facilities. The role includes performance monitoring, site inspections, transition support, corrective action planning, and business process optimization within the designated geographic Area of Responsibility.

Responsibilities

The following reflects management’s definition of essential functions for this position but does not restrict tasks that may be assigned. 

  • Coordinate directly with DHA Program Management personnel to support all assigned AOR operational activities related to DMLSS/LogiCole FM implementation, sustainment, and performance management.  
  • Prepare and submit monthly DMLSS/LogiCole FM progress reports to DHA Program Management.  
  • Provide comprehensive on-site transition assistance and business process conversion support to DHA personnel, MTF Facility Management staff, and DSS contract personnel.  
  • Coordinate with MTF leadership, DHA Program Managers, and Contracting Officer Representatives (CORs) regarding DSS staffing gaps or absences exceeding two weeks and develop interim support plans to maintain operational continuity.  
  • Conduct remote and on-site assessments, inspections, and site visits based on operational requirements, identified system utilization issues, personnel turnover, or DHA-directed priorities.  
  • Develop work plans, implementation schedules, corrective action plans, and performance improvement strategies related to DMLSS/LogiCole FM operations.  
  • Prepare and deliver written trip reports, inspection summaries, quantitative evaluations, and operational findings within established reporting timelines following site visits.  
  • Perform performance analysis, metrics evaluation, and quality assurance reviews utilizing BusinessObjects, DMLSS/LogiCole FM reporting tools, and other analytical applications.  
  • Identify, analyze, and report non-compliant DMLSS/LogiCole FM business processes, data quality deficiencies, and operational performance gaps.  
  • Meet with DHA Points of Contact (POCs), Facility Management personnel, and stakeholders to present findings, recommend corrective actions, and support implementation of process improvements.  
  • Support DHA in the planning, development, and management of classroom, web-based, and sustainment training programs for MTF personnel and Database Sustainment Specialists.  
  • Ensure newly assigned DSS personnel complete required DMLSS/LogiCole FM Basic Training within DHA-established timelines.  
  • Coordinate and facilitate performance work sessions with Facility Management staff to support continuous process improvement, sustainment initiatives, and system optimization.  
  • Develop, update, manage, and support comprehensive BusinessObjects reports and reporting tools to improve DMLSS/LogiCole FM utilization and operational visibility.  
  • Provide on-site DHA business process conversion assistance and evaluate operational workflows to identify opportunities for automation, efficiency, and improved data quality.  
  • Conduct annual performance evaluations of Database Sustainment Specialists and provide assessments regarding identified issues, concerns, or performance deficiencies as requested by DHA leadership.  
  • Support enterprise implementation initiatives and ensure alignment with DHA operational standards, business processes, and performance objectives. 

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in project management, especially within infrastructure and environmental services. Key qualifications include:  

  • Minimum five (5) years of DMLSS-FM experience 
  • Extensive knowledge of DMLSS/LogiCole FM applications, modules, workflows, and facility management business processes. 
  • Experience supporting DHA, MTF, or DoD operational environments. 
  • Strong project management, organizational, and operational coordination skills. 
  • Experience conducting site assessments, inspections, and performance evaluations. 
  • Proficiency in BusinessObjects reporting, performance metrics analysis, and operational reporting tools. 
  • Ability to analyze business processes and implement process improvement initiatives. 
  • Strong written and verbal communication skills with the ability to prepare formal reports, briefings, and recommendations. 
  • Experience coordinating across geographically dispersed teams and stakeholders. 
  • Ability to manage multiple priorities and operational requirements in a dynamic environment. 
  • Strong leadership qualities and interpersonal skills. Must be able to lead diverse groups of people.  
  • Knowledge of quality assurance methodologies and performance management principles. 
  • Must be willing to travel – up to 50% 

 

Desired Qualifications: 

 

  • Experience supporting CAFM/CMMS systems and facility management operations. 
  • Familiarity with DHA Facilities Enterprise (DHA-FE) operational standards and workflows. 
  • Experience developing and delivering operational or technical training programs. 
  • Knowledge of database sustainment operations and enterprise data quality management. 
  • Experience supporting government contract operations and COR-directed activities. 
  • Familiarity with automated workflow improvement and business process optimization initiatives.

Education: 

 

Level I Minimum Requirement High School Diploma or equivalent with extensive demonstrated experience supporting DMLSS LogiCole FM enterprise operations and facilities management analysis. 

 

Preferred Bachelor’s degree in Facilities Management, Engineering, Business Administration, or related discipline with relevant DoD or healthcare facilities experience. 

 

Location: Remote -Travel up to 50% 

 

Clearance Requirements:  

 

  • Must be a U.S. Citizen. 
  • Must be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) (Tier 1) investigation  
  • Must be eligible to obtain and maintain a Common Access Card (CAC). 
  • Must comply with all installation access and security requirements. 

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements. 

 

  • Sit for extended periods while working at a computer. 
  • Perform repetitive hand and finger movements. 
  • Walk short distances within medical facilities. 
  • Occasionally lift up to 25 pounds. 
  • Maintain focus on detailed data entry and system review tasks. 
  • Work in a low-noise office environment within a healthcare facility.
