Overview

Nakupuna Companies seeks an Analyst III: Health Workforce Advisor. The Office of Program Transition and Supply Chain (PTSC) leads the Department of State’s health systems transition planning on behalf of the Bureau of Global Health Security and Diplomacy (GHSD). In this capacity, PTSC develops and oversees the execution of bilateral transition MOUs and country implementation plans, establishing requirements, standards, targets, and timelines, and monitoring progress against those plans. PTSC also serves as GHSD’s center of excellence for private-sector engagement, private-finance mobilization, and economic analysis. In addition, the office oversees the global supply chain contract, ensuring the safe, timely, and effective delivery of HIV, malaria, and TB commodities to more than 70 countries on a regular and ongoing basis.

Responsibilities

The Health Workforce Advisor advances U.S. government global health priorities by leading the integration of USG-supported health workforce and data into national systems, and by guiding the design, monitoring, and optimization of health workforce investments. The Advisor strengthens multi-sectoral coordination with partner governments, donors, and other stakeholders, and supports Department and Embassy leadership in elevating health as a foreign policy priority, particularly in Africa.

  • Examine and promote alignment between bilateral health MOUs and national health and HRH strategies
  • Advise GHSD and interagency partners on the design, prioritization, and implementation of approaches to integrate USG-supported health workers into national government systems
  • Support the integration, quality, and use of USG-supported health workforce data within national HR information systems (HRIS) and related platforms
  • Design and implement frameworks, indicators, and tools to monitor and document the integration and performance of USG-supported health workforce within national systems
  • Serve as technical lead for the HRH inventory reporting process, applying data analytics to guide health workforce planning, allocation, and investment decisions
  • Coordinate closely with ministries of health, finance, education, and other relevant government entities, as well as training institutions, implementing partners, and donors, to align health workforce investments with national priorities
  • Facilitate multi-sectoral coordination mechanisms and technical working groups to harmonize donor-funded HRH activities and promote sustainability of health workforce gains
  • Contribute to the development, revision, and dissemination of HRH and public health policies, guidance, and best practices, and monitor their implementation in partner countries

Deliverables:

  • Briefing materials, reports, talking points, and other documents to inform senior leadership decision-making on HRH and broader global health issues
  • Progress reports highlighting trends in workforce distribution, skills, and retention in various partner countries
  • HRH inventory report(s) summarizing USG-supported health workforce, integration status, and key trends, with recommendations for investment decisions
  • Monitoring framework for HRH integration (indicators, data sources, and reporting tools) and periodic progress updates
  • Technical briefs, policy notes, or guidance documents on HRH integration, HRIS strengthening, or related health workforce topics
  • Meeting and trip reports capturing key outcomes, decisions, and follow-up actions from engagements with partner governments, donors, and implementing partners

Qualifications

Skills/Qualifications: 

  • Human Resources for Health (HRH) technical expertise, including in health workforce planning, development, and management
  • Knowledge of capacity building and training for health professionals
  • Strong understanding of workforce distribution and retention strategies
  • Familiarity with international health systems and human resources policies
  • Some knowledge of health systems strengthening efforts across a variety of technical areas (laboratory, diagnostics, supply chain, etc.)
  • Knowledge of HR information systems (HRIS) and HRH inventory data
  • Data analysis and data-driven decision-making
  • Policy analysis and technical advisory skills
  • Excellent communication and stakeholder engagement skills
  • Consensus-building and partnership development
  • Clear written and oral communication, including technical writing

Education and Experience: 

  • Master’s degree or higher in Public Health, Public Policy, Public Administration, or Business Administration
  • Minimum 7 years of experience in health workforce planning, international development, and/or global health

Clearance Requirements: Ability to obtain secret clearance required; provisional remote work with a public trust clearance while awaiting secret clearance is possible. Must be a U.S. citizen. 

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $90,500.00 to $95,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
