Overview

Nakupuna Solutions seeks an Analyst III: Integrated Disease Surveillance and Response Advisor to join a team working under the Office of Program Planning and Evaluation. The Office of Program Planning and Evaluation (PPEV) serves as the Bureau of Global Health Security and Diplomacy’s (GHSD) central hub for data, strategy, and awards management. PPEV is comprised of two teams: the Program Planning and Strategy Team (PPST) and the Data Analytics and Systems for Health (DASH) Team.


PPEV advances the America First Global Health Strategy by promoting accountability, impact, and transparency through the collection, analysis, and use of data for evidence-informed decision-making, supported by high-quality data systems and interactive visualizations and tools. PPEV coordinates and integrates strategic planning, budget formulation, program design, and operational execution to ensure alignment with Bureau priorities and efficient implementation of business cycles. The Office also leads award design and compliance processes, strengthens governance and standardization across programs, and monitors performance across the full data lifecycle. Through training, tools, guidance, and learning collaboratives, PPEV builds the capacity of country teams and headquarters staff to interpret and use data to drive program improvement. Additionally, the office supports global health diplomacy learning efforts and fosters collaboration across interagency and international partners.

Responsibilities

The Integrated Disease Surveillance and Response Advisor will lead or support the design and implementation of integrated disease surveillance and response activities across priority health areas, including TB, Malaria, HIV, and emerging infectious diseases, to strengthen early detection, reporting, and response capabilities. The Advisor will advance sustainable, country-owned surveillance systems by leveraging routine and programmatic surveillance, rolling subnational surveys, and advanced analytic models. The Advisor will work with HMIS and other data systems experts to ensure that surveillance systems investments will meet the needs of identified surveillance and response activities while being sustainable and efficient, such that they can be transitioned successfully to partner governments. Ideal candidate will have sufficient familiarity with One Health framework, vector and intermediate host surveillance to review these activities and ensure they align with overall strategies when appropriate. The role includes collaborating with partner governments and international organizations to strengthen early warning systems, improve data integration, and ensure strategic use of health data and supporting systems for decision-making and resource allocation.

  • Lead or support the design of integrated disease surveillance and response strategies for priority health areas, ensuring alignment with national frameworks
  • Oversee or assist with the implementation of surveillance systems and response protocols
  • Provide technical guidance and capacity building to country teams and partners on surveillance system integration, outbreak detection, and response protocols
  • Analyze surveillance data to inform program improvements and policy decisions
  • Coordinate with ministries of health, laboratories, and international partners to ensure effective information sharing and response
  • Supporting country teams in developing and implementing response protocols, when requested
  • Prepare reports, briefings, and recommendations for senior leadership and stakeholders
  • Contribute to the assessment of national surveillance system gaps and the development of comprehensive National Surveillance Strategies

Qualifications

Skills/Qualifications: Demonstrated ability to operate effectively in ambiguous and evolving environments. Strong problem-solving skills and ability to proactively identify and address challenges.

  • Advanced expertise in disease surveillance systems, epidemiological methods, and integrated multi-disease surveillance approaches
  • Experience designing and implementing integrated surveillance and response programs including integration across data, laboratory, and health systems
  • Strong analytical, data management, and reporting skills for interpreting surveillance data
  • Understand the interplay between routine program data, laboratory results, periodic surveys, modelled estimates and routine surveillance data to assist with integration and triangulation of these data
  • Ability to coordinate multisectoral and cross-country initiatives
  • Excellent communication, training, and stakeholder engagement abilities
  • Familiarity with international health regulations and best practices for surveillance and outbreak response
  • Capacity to provide technical guidance and capacity building for country teams and partners on surveillance system integration and sustainability
  • Sufficient familiarity with surveillance data systems to work with HMIS or other data systems experts to ensure investments are aligned with strategies and available resources, and can be successfully transitioned to country government ownership and oversight
  • Ability to manage competing priorities and perform effectively in fast-paced environment
  • Proficiency in Microsoft Office 365 applications, with experience in SharePoint preferred
  • Experience living and/or working in international settings

Education and Experience: 

  • Master’s degree or higher in Public Health, Epidemiology, Infectious Diseases, or a related field
  • Minimum 7 years of experience in disease surveillance, epidemiology, and public health program implementation, including work with HIV, TB, or emerging infectious diseases

Clearance Requirements: Must possess or be able to obtain and maintain a Secret Clearance.

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $90,500.00 to $95,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
