Overview

Nakupuna Companies seeks an Analyst IV: Data Systems Analyst to join a team working under the Office of Program Planning and Evaluation. The Office of Program Planning and Evaluation (PPEV) serves as the Bureau of Global Health Security and Diplomacy’s (GHSD) central hub for data, strategy, and awards management. PPEV is comprised of two teams: the Program Planning and Strategy Team (PPST) and the Data Analytics and Systems for Health (DASH) Team.


PPEV advances the America First Global Health Strategy by promoting accountability, impact, and transparency through the collection, analysis, and use of data for evidence-informed decision-making, supported by high-quality data systems and interactive visualizations and tools. PPEV coordinates and integrates strategic planning, budget formulation, program design, and operational execution to ensure alignment with Bureau priorities and efficient implementation of business cycles. The Office also leads award design and compliance processes, strengthens governance and standardization across programs, and monitors performance across the full data lifecycle. Through training, tools, guidance, and learning collaboratives, PPEV builds the capacity of country teams and headquarters staff to interpret and use data to drive program improvement. Additionally, the office supports global health diplomacy learning efforts and fosters collaboration across interagency and international partners.

Responsibilities

The Data Systems Analyst will provide technical direction and leadership to strengthen partner-country national health data systems, enhancing data quality, transparency, interoperability, and accountability in the reporting of disease trends and program outcomes and ensure successful transition of systems to country ownership, where relevant.

  • Provide expertise in digital health assessments, demonstrating knowledge and experience with global best practices and U.S. Government strategic guidance. Develop assessment SOWs and implement digital health assessment activities to better contextualize and understand programmatic and technology needs in preparation for digital health systems transition.
  • Provide technical direction for the modernization and integration of digital health platforms using software project management principles, including developing, guiding, and tracking development deadlines
  • Advise on the implementation of interoperability standards and data governance frameworks, including change management and standards governance.
  • Support capacity building and training for ministries of health and other stakeholders
  • Monitor progress and provide recommendations to enhance transparency and accountability, including expertise in developing KPIs and SLAs in the context of IT programs and projects
  • Support development and execution of data quality audits and assessments, particularly in the context of digital data capture and data transfer between systems.
  • Facilitate coordination among partner-country agencies, laboratories, and global partners

Deliverables

  • Assessment reports with recommendations for strengthening digital health and health data systems
  • Technical guidance documents and implementation plans for data system and IT program transition and modernization
  • Training materials and capacity-building sessions delivered to partner-country stakeholders
  • Final summary report detailing achievements, challenges, and lessons learned

Qualifications

Skills/Qualifications: Demonstrated ability to operate effectively in ambiguous and evolving environments. Strong problem-solving skills and ability to proactively identify and address challenges.

  • Demonstrated competency in health information systems and platforms, potentially including DHIS2, OpenMRS, CTC2, CommCare, OpenSRP, RapidPro, mHero, or other commonly used client-level and aggregate-level software solutions
  • Knowledge and experience with applying general software development lifecycle (SDLC) and project management best practices methodologies i.e. Agile, PRINCE2, RUP, etc.
  • Demonstrated expertise and experience in data governance, interoperability standards, and quality assurance, including data privacy laws such as POPI Act and GDPR; syntactic and semantic standards such as FHIR, SNOMED, LOINC, ICD 10 and 11; quality measures and standards such as Lean Six Sigma or PDSA cycle
  • Experience in data quality across multiple health data systems, including for digital data capture and across health areas
  • Experience in technical assistance and capacity building for government partners, including capacity assessment, change management, and digital health maturity models
  • Strong analytical, communication, and stakeholder engagement skills
  • Proven ability to develop and implement strategies for data system modernization and integration, including demonstrated experience in health systems digital transformation
  • Experience in training and providing technical assistance to diverse stakeholders
  • Ability to manage competing priorities and perform effectively in fast-paced environment
  • Proficiency in Microsoft Office 365 applications, with experience in SharePoint preferred
  • Experience living and/or working in international settings

Education and Experience: 

  • Master’s degree or higher in Public Health, Health Informatics, Information Systems, or a related field
  • Minimum 7 years of experience in health data systems, digital health platform integration, and technical assistance to partner-country governments

Clearance Requirements: Must be able to obtain and maintain a Secret Clearance.

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $05,000.00 to $110,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
