Overview

Nakupuna Prime is seeking a Senior Developer to provide technical leadership and hands-on software development support for the sustainment, enhancement, and secure operation of the U.S. Navy’s Total Force Manpower Management System (TFMMS). This role supports a mission-critical enterprise application used by thousands of manpower professionals to manage organizational structures, manpower authorizations, and force planning data across classified and unclassified environments. The Senior Developer delivers secure, reliable, and high-performing software solutions that support continuous system availability, data integrity, and evolving Navy manpower requirements.

Responsibilities

The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned.

 

  • Design, develop, enhance, and sustain enterprise web applications supporting manpower and organizational management functions.
  • Implement software updates, defect corrections, and enhancements while maintaining system stability in development, test, and production environments.
  • Develop and maintain application components using Java, PL/SQL, JavaScript, HTML5, and workflow technologies.
  • Perform integration, validation, and regression testing to ensure software changes function correctly across dependent systems and interfaces.
  • Apply secure coding practices and remediate vulnerabilities identified through automated scans and security reviews.
  • Support operational troubleshooting and resolution of application issues to maintain system availability and performance.
  • Maintain accurate version control of source code and supporting technical artifacts using Government-approved configuration management tools.
  • Collaborate with engineers, cybersecurity personnel, testers, and functional stakeholders to implement technical solutions aligned with mission needs.
  • Participate in Agile development activities, including planning, demonstrations, and iterative delivery of capabilities.
  • Support deployment activities and post-deployment verification to ensure successful release outcomes.
  • Follow Department of Defense and U.S. Navy security, access control, and data handling requirements at all times.

Qualifications

Skills/Qualifications: The candidate must be self-motivated, pay close attention to detail, and have good oral and written communication skills.

  • Demonstrated experience developing and sustaining enterprise-scale software applications.
  • Hands-on experience with database-driven web applications, preferably in Oracle-based environments.
  • Experience supporting applications operating in secure Government environments.
  • Certifications may be required in line with DoDD 8140 (e.g., Network+ CE, Security+ CE, CASP CE) to include Required developer, system, or privileged-access certifications necessary to perform assigned duties.

Education and Experience: The following are desirable levels of experience: 

  • Bachelor’s degree in any technical or managerial discipline is preferred.
  • A minimum of eight (8) years of professional experience desired

Clearance Requirements: Must be a U.S. Citizen. Must be able to obtain and maintain an active Secret clearance. An interim is required before receiving a formal job offer.

Work Location: Remote within the Continental US or Hawaii. Ability to travel to or occasionally work in Arlington, VA preferred.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
