Overview

Nakupuna Prime is looking for a Testing and Evaluation (T&E) Subject Matter Expert (SME) to support the Warfighting Acquisition University’s learning asset development and training delivery. The contractor shall provide Test & Evaluation (T&E) expert(s) with extensive experience and knowledge in evaluating data, the methods used, and their application within the DoW Systems Acquisition domain. The ideal candidate will be fluent in Agile, Lean, and DevSecOps methodologies and possess working knowledge of emerging technologies such as Azure cloud, generative AI, and quantum computing.

Responsibilities

Specific actions include the following:

 

  • Provide subject matter expertise and technical guidance on the content development of WAU authored learning assets.
  • Review and implement WAU Initial Design Strategies.
  • Participate in Curriculum Requirements meetings.
  • Participate and lend expertise in course development meetings.
  • Serve as the lead subject matter expert in the building of course and credential exercises, projects, and assessments.
  • Review WAU authored learning assets for technical accuracy, currency, consistency with current policy, and adherence to the requirements in the Initial Design Strategy.
  • Review and select commercial training material for appropriateness and inclusion in WAU courseware.
  • Develop and/or review question banks, Terminal Learning Objectives, Enabling Leaning Objectives, Design Documents, lesson outlines and outlines converted into slides for WAU credential assets, modules, and lessons.
  • Participate in Scrum and SWARM approaches to flexible team-based development using ADO Kanban boards.

Qualifications

Skills and Qualifications: The ideal candidate is familiar and has experience with the following technical knowledge, skills, and abilities:

  • Determining whether collected data are sufficient to support established DT&E metrics (e.g., performance, reliability, cybersecurity, and interoperability) and operational evaluation metrics (e.g., effectiveness, suitability, survivability)
  • Determining whether data collected via experiment, demonstration, developmental test, operational test, and/or modeling and simulation tools are sufficient to facilitate a credible DT and OT evaluation of the system (or system-of systems)
  • Evaluating conclusions by confirming that the collected data can sufficiently and accurately support the evaluation frameworks in the approved TEMP or other test strategy documentation.

Education and Experience:

  • Bachelor's degree in Computer Science, Engineering, Information Technology, or a related discipline.
  • 10+ years of relevant experience, with direct involvement in PMO operations supporting DoW systems acquisition.
  • Demonstrated success applying software T&E practices within large DoW programs, particularly within or in partnership with a PMO.
  • Proven experience integrating T&E strategies into TEMP and TES documentation.
  • Strong background in Agile, Lean, and DevSecOps for software testing and development.
  • Solid understanding of Azure cloud infrastructure, generative AI, and quantum computing principles.
  • Experience in curriculum development, learning strategy design, and delivery.
  • Ability to manage software T&E risk assessments and create mitigation strategies aligned with PMO expectations.
  • Strong collaboration, communication, and stakeholder alignment skills within cross-functional and technical teams.
  • Self-motivated and self-monitoring, exceptional oral and written communications, and ability to multi-task.
  • Excellent organizational skills and attention to detail.
  • Highly proficient in SharePoint and Microsoft Office Suite, including Word, PowerPoint, and Excel.

Clearance: Must be a U.S. citizen and able to obtain a favorable background check

Location: Most of the work is performed remotely. The SME will travel as needed to Dayton, OH and the National Capital Region.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $128,000.00 to $214,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
