Overview

Nakupuna Consulting seeks a Technical Project Manager (TPM) with strong leadership, communication, and organizational skills to oversee several IT sustainment and operations teams supporting our Department of Defense (DoD) customer. The TPM will manage approximately half of a 50-person contractor team, including System Administrators, Network Administrators, Help Desk, Equipment Management, Cybersecurity, and Database Engineers.

 

The TPM will report to the Program Manager while engaging daily with Customer government section leads to align priorities, provide status updates, and ensure customer needs are met. This role requires experience in project oversight using Agile best practices, people management of key technical staff, as well as technical experience to comprehend tasks and how they fit within larger scale efforts. While the TPM does not need to be a hands-on technical expert, they must possess a strong understanding of IT sustainment roles to identify inefficiencies, leverage SMEs for technical decision-making, and recommend innovative solutions to improve performance and modernization.

Leadership Responsibilities

  • Oversee ~20–25 contractor personnel across six functional IT teams.
  • Supervise key technical staff and provide guidance to team supervisors.
  • Establish and monitor priorities in collaboration with government section and division leads.
  • Enforce program best practices, including full utilization of the customer’s ticketing system, documentation standards, and workflow compliance.
  • Mentor team members, facilitate professional development, encourage continuous improvement, and deconflict issues in team dynamics.
  • Communicate clearly and frequently with government counterparts, program leadership, and other contractor staff.

 

Project Management Responsibilities

  • Apply Agile best practices (daily standups, backlog management, sprint planning, retrospectives) to sustainment and operations work.
  • Coordinate across dispersed teams located in Virginia, Hawaii, and remote environments to ensure cohesive execution.
  • Track, document, and report project progress, risks, and metrics to government and program stakeholders.
  • Proactively identify inefficiencies, recommend corrective actions, and drive resolution.
  • Evaluate and recommend new technologies, leveraging SMEs from within the team to inform decisions.
  • Support customer roadmap development, technology modernization, and process improvement initiatives.

 

Technical Oversight Responsibilities

  • Ensure proper coordination across functional teams (systems, network, help desk, equipment, cybersecurity, and databases).
  • Meet frequently with customer stakeholders to confirm, validate, and reassess priorities. Ensure that all team members are working only on approved, communicated priorities, and that no effort is expended outside of customer direction.
  • Validate that technical requirements, SLAs, and operational standards are being met.
  • Collaborate with technical leads to forecast resource needs, resolve escalations, and prioritize workload.
  • Maintain awareness of evolving DoD IT policies, cybersecurity requirements, and compliance frameworks.

Qualifications

Skills/Qualifications:

 

  • Excellent leadership, organizational, and communication skills.
  • Strong ability to quickly grasp technical concepts, translate them for non-technical stakeholders, and identify risks and issues early.
  • Demonstrated experience managing IT sustainment/operations teams.
  • Familiarity with Agile principles and their application to IT operations.
  • Strong problem-solving and decision-making skills.
  • Ability to manage priorities in a dynamic environment across multiple time zones.
  • Ability to enforce best practices and process compliance.
  • Prior experience working with DoD agencies preferred.

 

Education/Experience:

 

  • Bachelor’s degree in a STEM field from an accredited institution, or equivalent years of related work or military experience.
  • Minimum of 10 years overall professional experience, with at least 5 years in a leadership or project management role.

 

Certifications:

  • Required: IAT Level I Certification (e.g., CompTIA A+, Network+, or equivalent).
  • Preferred: Additional technical certifications (e.g., Security+, CISSP, CCNA, MCSE), or project management certifications (PMP, ITIL, Agile/Scrum-related).

 

Clearance:

  • Must currently hold at least an active Secret clearance.
  • Must be a U.S. Citizen.

Work Location & Travel

  • Position may be based in Arlington, VA or Honolulu, HI.  (Strong preference for HI)
  • Must be on-site at least four (4) days per week.
  • Occasional travel (2–3 weeks per year) within the Continental U.S. or to Hawaii may be required.
  • Core hours: 9:00 AM – 3:00 PM local time, with a minimum 8-hour workday. Flexibility is expected to respond to after-hours emergencies and to support coordination across Hawaii and Virginia time zones.

 

Physical Requirements

The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and work on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $110,000.00 to $160,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
