Overview

Nakupuna Consulting is seeking a Security Specialist to be responsible for ensuring the compliance of NAVSEA physical security program. This individual will serve as the point of contact for all security related issues in supporting the Nakupuna Program Manager and the NAVSEA team.

Responsibilities

The following reflects management’s definition of essential functions for this position.  Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

  • Administers, coordinates, and evaluates security programs that support the strategy, policies, and standards established for the physical safety of all visitors, employees, or customers to NAVSEA facilities and the security of property and assets.
  • Compiles data and analyzes results of audits, inspections, daily logs, and incident reports to assess security vulnerabilities, measure program effectiveness, and identify the need for additional resources.
  • Assist SEA with the management of SEA 04’s security containers, change electronic combination locks (i.e. XO-9/XO-10 type), receive, track, and store classified information up to the Secret level and conduct security container maintenance, relocation, and upkeep as necessary, to also include the review, maintenance and tracking of Security Container Inventories and SF- 700s for SEA program offices. Support the SEA Lock and Key Program.
  • Assist SEA with the management of an Open SECRET Storage Spaces and other Restricted Access Areas (RAAs). Provide subject matter expertise to support SEA program offices in the handling, proper storing, and protection of classified (up to the) SECRET level Foreign Government Information (FGI).
  • Assist SEA with the management of the SIPRNET reading room operations, maintenance of SIPRNET accounts, and management of Communication Security (COMSEC) responsibilities for all incoming and outgoing classified electronic message traffic at the SECRET level associated with operating the SIPRNET room located at the Government site.
  • Operate secure telecommunications devices, such as Secure Telephone Equipment (STE), OMNI, etc. with minimal Government supervision. Maintain accountability of all SEA 04 COMSEC equipment.
  • SIPR Document Management: Assist SIPRNET users with printing, uploading, and transmitting SIPRNET/classified documents and files, to reduce the need for couriering. Properly mark, wrap, ship, transmit, receive, inventory, store, and destroy classified information in the performance of daily activities and maintain a record of receipt and dispatch for all classified documents transmitted from and received by SEA 04.
  • Mail and Courier Security: Support the receipt and processing of SEA 04’s mail, including classified material, and ensure the proper distribution to assigned offices and personnel.
  • Data Classification Security: Properly mark, handle, transmit and destroy Controlled Unclassified Information (CUI), to include as needed, supporting SEA CUI Shred Day(s) using either an on-site mobile shredding service or the NAVSEA disintegrator.
  • Provide guidance and coordinate mandatory OCONUS foreign travel checklist (FTCL) requirements and after post-travel reporting (SF86c) for SEA employees.
  • Provide subject matter expertise to support development, maintenance and application of Security Classification Guides (SCGs) and all industrial and Information Security (INFOSEC) requirements necessary to protect classified information for SEA programs.
  • Assist with drafting, coordination and interpretation of DD 254 Contract Security Specifications and associated industrial security requirements for SEA programs in accordance with the 32 CFR part 117 National Industrial Security Program Operating Manual (NISPOM).
  • Maintain current knowledge of Defense Counterintelligence and Security Agency (DCSA) industrial security guidance, instructions, and policies.

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in working with the 32 CFR part 117 National Industrial Security Program Operating Manual (NISPOM). The ideal candidate will be familiar with and have experience with Navy/NAVSEA physical security programs.

 

Education and Experience: The following are desirable levels of experience: 

  • Bachelor’s degree in any technical or managerial discipline required. In lieu of a degree, additional 2 or more years of relevant work experience. 
  • A minimum of three (3) years of professional experience in a related security field.

Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $100,000.00 to $120,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
