Overview

Nakupuna Federal, as part of the NFB Joint Venture, is seeking Business Analysts with technical backgrounds to support the Defense Health Agency (DHA) in modernizing its enterprise data governance and catalog capabilities. These roles will serve as the bridge between DHA functional stakeholders and the technical implementation teams, ensuring requirements are captured, validated, and transformed into actionable outputs that drive mission success.

As part of the NFB JV team, the Business Analysts will support the achievement of all ten program objectives by coordinating with DHA stakeholders, conducting analysis, and contributing to deliverables such as inventories, schemas, governance playbooks, lifecycle policies, connector validation reports, test plans, reusable component requirements, AI/ML readiness assessments, and transition documentation.

The Business Analysts will directly support:

  • Objective 1 – Comprehensive Data Inventory: Coordinate with domain owners, gather requirements, and validate inventory records.
  • Objective 2 – Metadata Management: Document metadata requirements, validate schema alignment, and support repository configuration.
  • Objective 3 – Federated Governance: Capture governance roles and workflows, supporting governance playbook development.
  • Objective 4 – Metadata Harvesting: Record stakeholder needs for connectors, validate tagging accuracy, and track harvesting results.
  • Objective 5 – Lifecycle Governance: Document lifecycle requirements, assist in creating machine-readable contracts, and log SLA compliance issues.
  • Objective 6 – Self-Service & User Experience: Coordinate persona-driven UAT, capture feedback, and prepare recommendations.
  • Objective 7 – Infrastructure Testing: Track test requirements, log outcomes, and support technical teams with reporting.
  • Objective 8 – Reusable Mesh Components: Capture functional requirements for reusable templates and validate outputs.
  • Objective 9 – AI/ML Integration: Document data readiness requirements, validate metadata/lineage compliance, and record AI/ML stakeholder feedback.
  • Objective 10 – Transition Planning & Handoffs: Prepare meeting notes, training documentation, and support knowledge transfer.

  • Serve as liaison between DHA stakeholders and Nakupuna technical teams, ensuring mission requirements are translated into actionable tasks.
  • Document stakeholder inputs, system requirements, and functional workflows in support of all ten objectives.
  • Support the production of DHA deliverables including inventories, governance playbooks, lifecycle policies, and UAT reports.
  • Coordinate and conduct stakeholder workshops, UAT sessions, and follow-up analysis.
  • Track deliverable progress, prepare action logs, and manage requirements traceability.
  • Contribute to transition planning through documentation, training materials, and knowledge transfer.

Qualifications

Education and Experience: 

  • Bachelor’s degree in Information Systems, Business Analytics, Computer Science, or related technical field required.
  • 3-5 years of experience with requirements gathering, UAT, Stakeholder Liaison, Governance Playbooks, DHA Data analysis, report writing.

 Desired Qualifications:

  • Experience supporting the Military Health System or DHA data initiatives.
  • Prior work with DoD enterprise data platforms such as ADVANA, VAULTIS, VANTAGE, or MAVEN.
  • Proven ability to design and enforce metadata frameworks that enable interoperability with DoD and DHA systems.
  • Experience developing and implementing federated governance playbooks.
  • Knowledge of DoD Responsible AI principles and metadata requirements for AI/ML workflows.
  • Experience evaluating and recommending COTS enterprise data catalog solutions, ensuring cost-effectiveness, scalability, and security.

Certifications (Preferred): SAFe Agilist (SA), SAFe Practitioner (SP), Agile Certified Practitioner (PMI-ACP) or Certified Scrum Master; ITIL Foundation.

Clearance Requirements:

  • Must have the ability to obtain a Secret clearance.
  • Demonstrated understanding of HIPAA, PHI/PII/CUI protections, and compliance with NIST SP 800-171 and DFARS 252.204-7012.

 Travel Requirements: Ability to travel up to 10% of the time to DHA HQ, stakeholder sites, or partner facilities across CONUS.

 

Work Location: Hybrid work environment at Nakupuna Federal offices (Arlington, VA), DHA HQ (Falls Church, VA), and remote work as approved. Core work hours are 8:00 AM to 5:00 PM, Monday thru Friday except Federal holidays or when the Government facility is closed.

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:
