Overview

Nakupuna Federal is seeking an experienced IT Procurement Manager to support the Department of Defense (DoD) Enterprise Software Initiative (ESI) under the Custom Training Development and Delivery Support Services contract. ESI is a strategic sourcing program that helps streamline software and IT acquisitions across the DoD to reduce costs, improve compliance, and enhance procurement efficiency. The IT Procurement Manager will provide subject matter expertise to ensure training content is accurate, compliant, and aligned with DoD policies and federal regulations. This advisory role does not involve direct procurement execution but supports the development and delivery of training materials.

  • Provide expert advisory support on IT procurement principles, federal acquisition regulations (FAR/DFARS), and DoD policies to training development and delivery teams.
  • Review and assess training content to ensure accuracy, regulatory compliance, and alignment with DoD ESI requirements.
  • Collaborate with curriculum developers and cross-functional teams to guide the design and update of customized training materials that clearly communicate procurement processes and compliance standards.
  • Advise on emerging procurement trends, policy updates, and regulatory changes to keep training materials current and relevant.
  • Assist in preparing guidance documents, FAQs, and other resources to clarify procurement concepts for training participants.
  • Participate as a subject matter advisor during training sessions to support accurate and policy-compliant messaging.

Qualifications

Skills/Qualifications:

  • Comprehensive knowledge of federal procurement regulations, DoD acquisition policy, and FAR/DFARS compliance.
  • Proven ability to interpret and translate complex IT procurement regulations into clear, accessible guidance for non-procurement audiences.
  • Experience reviewing training or educational materials to ensure legal and regulatory compliance.
  • Strong communication skills with the ability to effectively advise training developers and cross-functional teams.
  • Ability to collaborate with a variety of stakeholders, including trainers, legal counsel, acquisition specialists, and program managers.
  • Detail-oriented with excellent organizational skills to manage multiple advisory tasks and support ongoing training content refinement.
  • Proficiency in Microsoft Office Suite and familiarity with procurement systems or training development tools is a plus.

Education: Bachelor’s degree in Information Technology, Business Administration, Supply Chain Management, or a related field.

 

Experience:

  • Minimum of 5 years of experience in IT procurement, contract administration, or acquisition support.
  • 1-3 years of supervisory experience leading procurement or contracting teams.
  • Proven track record managing complex federal IT procurement efforts or software acquisition projects.

Training:

  • DAWIA Level II or III in Contracting or Program Management
  • Certified Federal Contracts Manager (CFCM) or Certified Professional in Supply Management (CPSM)

Clearance Requirements: No clearance required. Must be a U.S. citizen.

 

Location: The position is primarily based at Nakupuna facilities in Arlington, VA; however, the candidate is expected to support up to four in-person training events annually in San Diego, CA, or Washington, D.C. 

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
