Overview

Nakupuna Consulting is seeking an experienced IT Procurement Manager to support the Department of Defense (DoD) Enterprise Software Initiative (ESI) under the Custom Training Development and Delivery Support Services contract. ESI is a strategic sourcing program that improves the acquisition of software and IT products across the DoD by increasing efficiency, reducing costs, and ensuring compliance with federal procurement regulations. The IT Procurement Manager will lead and manage procurement strategy and execution to support these objectives. This role is responsible for guiding requirements definition, supplier sourcing, contract negotiation, and oversight of IT procurement activities critical to the success of DoD-wide software acquisition programs.

  • Lead and oversee all phases of the IT procurement lifecycle, from requirements definition through contract execution.
  • Collaborate with technical, legal, and acquisition teams to determine organizational procurement needs and develop acquisition strategies.
  • Define and document clear, specific, and compliant procurement requirements for IT equipment, software, and related services.
  • Identify, research, and evaluate suppliers and vendors in alignment with DoD and federal acquisition regulations.
  • Direct sourcing, solicitation, and selection activities in coordination with internal and external stakeholders.
  • Negotiate contracts, pricing, terms, and service level agreements (SLAs) to ensure value, performance, and compliance.
  • Ensure all procurement activities meet project goals and are completed within approved timelines and budgets.
  • Maintain detailed procurement documentation and provide reports to internal leadership and government clients.
  • Support the ongoing refinement of acquisition practices to align with evolving DoD policies and emerging IT requirements.
  • Serve as a first-level manager with full authority over hiring, performance reviews, professional development, and daily tasking of procurement staff.

Qualifications

Skills/Qualifications:

  • Strong knowledge of federal procurement regulations, particularly DoD acquisition policy and FAR/DFARS compliance.
  • Demonstrated expertise in sourcing IT hardware, software, and services, with an emphasis on enterprise software licensing.
  • Exceptional negotiation and contract management skills, including experience developing SLAs and price structures.
  • Strong leadership and team management abilities, including performance oversight and personnel development.
  • Deep understanding of IT procurement processes and department operations within a federal contracting environment.
  • Excellent analytical, organizational, and communication skills.
  • Ability to interact professionally with government clients, vendors, and internal teams.
  • Proficient in Microsoft Office and procurement systems (e.g., PRISM, SAP, or similar tools).

Education: Bachelor’s degree in Information Technology, Business Administration, Supply Chain Management, or a related field.

 

Experience:

  • Minimum of 5 years of experience in IT procurement, contract administration, or acquisition support.
  • 1-3 years of supervisory experience leading procurement or contracting teams.
  • Proven track record managing complex federal IT procurement efforts or software acquisition projects.

Training:

  • DAWIA Level II or III in Contracting or Program Management
  • Certified Federal Contracts Manager (CFCM) or Certified Professional in Supply Management (CPSM)

Clearance Requirements: No clearance required. Must be a U.S. citizen.

 

Location: The position is primarily based at Nakupuna facilities in Arlington, VA; however, the candidate is expected to support up to four in-person training events annually in San Diego, CA, or Washington, D.C. 

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without reasonable accommodation:
