Overview

Na Ali'i is seeking an UXO Technician I. The UXO Technician I will support munitions and explosive of concern (MEC)-related activities which includes, but not be limited to, munitions response to MEC, operational range clearance-related activities, and similar operations that involve the intentional physical contact with MEC such as ground-disturbing or other intrusive activities in areas known or suspected to contain MEC.

Responsibilities

Performs and/or assists in the following MEC-related activities:

  • Performing reconnaissance and classification of Unexploded Ordnance (UXO)
  • Locates surface UXO using visual means.
  • Performs operator maintenance of military and/or civilian magnetometers,
  • Excavates subsurface anomalies for identification.
  • Assists in performing excavation procedures on buried UXO,
  • Assists in the identification of different types of military munitions, including identifying whether a military munition’s fuze is armed or unarmed.
  • Assists in the investigation for and identifying of MEC and Material Potentially Presenting an Explosive Hazard (MPPEH), including explosive residues in media (soil, oil, etc.), buildings and installed equipment.
  • Assists in transporting and storing UXO and demolition materials,
  • Assists in the identifying of U.S. and foreign guided missiles, bombs and bomb fuzes, projectiles and projectile fuzes, grenades and grenade fuzes, rockets and rocket fuzes, land mines and associated components, pyrotechnic items, military explosives, and demolition materials,
  • Assists in preparing non-electric firing system for a UXO disposal operation,
  • Assists in preparing electric firing system for a UXO disposal operation disposing of ammunition/ explosives by burning; disposing of ammunition/explosives by detonation,
  • Assists in Movement of (e.g., consolidate) MEC and MPPEH, within a munitions response site (MRS) or on an operational range after the UXO Safety Officer (UXOSO) and Senior UXO Supervisor (SUXOS) have jointly evaluated and determined the risk as acceptable to move safely,
  • Operates vehicles transporting explosives, MPPEH or Materials Documented as Explosive or Hazardous (MDEH) on site. (Individuals must be appropriately licensed for the class of vehicle being operated.),
  • Assists in the transport of military munitions, commercial explosives, and/or MDEH that meets the above criteria that has been determined safe for transport over public traffic routes (PTR),
  • erating a personnel decontamination station. Dons and doffs appropriate personal protective equipment in contaminated areas. Assists in the inspection of salvage UXO-related material and erection of UXO-related protective works.

Qualifications

Personnel who are trained as a UXO Technician I must demonstrate the requisite knowledge and ability to perform required tasks in compliance with applicable operational and explosive safety requirements which includes understanding the purpose, requirements and procedures for the following:

  • Munitions response to MEC. This includes explosive safety and environmental requirements applicable to the conduct of munitions response to MEC
  • Operational range clearance activities and similar operations. This includes explosives safety and environmental requirements applicable to the conduct of operational range clearance activities and similar operations
  • Methods for conversion between the U.S. customary and metric systems of measurements and mathematical computations
  • Basics of electricity, circuitry, and physics as applied to MEC-related activities

Military Installation Access and Security Clearance:  This may position reside on a military installation.  Must be a U.S. Citizen and be able to qualify for and obtain a base access pass and currently hold or able to obtain a security clearance.

 

Education and Experience:  Personnel must be a graduate of a DoD Certified EOD/UXO course.  Candidates for a UXO Technician I must successfully complete:

  • 200 hours of explosives safety training in munitions responses to MEC or a comprehensive assessment of the individual’s ability to successfully perform as a UXO-TI. The course content must convey the information and skills needed to conduct MEC-related activities per applicable requirements. Both the course and comprehensive assessment must include practical exercises evaluating the skills required
  • 40 hours of HAZWOPER training per 29 CFR 1910.120
  • 8 hour HAZWOPER training refresher, if applicable
  • Maintain annual HAZWOPER physical in accordance with 29 CFR 1910.120

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation: 

  • Ability to perform repetitive motions with the hands, wrists, and fingers. 
  • Ability to engage in and follow audible communications in emergency situations. 
  • Ability to sit for prolonged periods at a desk and working on a computer. 
  • Participate in the medical monitoring program, if required.

This federal government project is subject to the Service Contract Act (SCA). The hourly rate for this position is determined by the location where work is performed. In addition to hourly pay, positions subject to SCA are entitled to a health and welfare (H&W) payment, which may be adjusted based employee selection of company benefits in lieu of H&W.
