Overview

Nakupuna Solutions is seeking an IT Business Analyst. The IT Business Analyst supporting the CT Executive Office (CT/EX) plays a key role in aligning the Bureau’s technology needs with operational goals by serving as a liaison between CT offices and internal and external IT stakeholders. This position is responsible for gathering and analyzing system requirements, improving IT processes, and supporting information management and infrastructure initiatives. The analyst helps ensure system security, provides technical support, and contributes to policy and documentation development to enhance the Bureau’s IT operations and effectiveness.

 

The Department of State’s Bureau of Counterterrorism (CT) leads the U.S. government's efforts to counter terrorism abroad and to build the capacity of international partners to prevent and respond to terrorist threats. Administrative and Professional Support Services play a critical role in advancing CT’s mission by providing operational, logistical, and programmatic support across a range of initiatives. These services ensure the efficient functioning of the Bureau by supporting policy coordination, budget and financial management, human resources, travel, procurement, and other essential administrative functions that enable CT to deliver timely, effective counterterrorism programming worldwide. The place of performance for this work is Washington, DC, and some travel may be required.

Responsibilities

  • Coordinate and facilitate meetings with CT offices to gather requirements related to IT needs, including but not limited to record management, shared drive structure (data infrastructure), and other bureau software requirements.
  • Coordinate and facilitate meetings with information technology and/or records management stakeholders across the Department regarding bureau-related issues.
  • Research and analyze problems, issues, or system requirements, and provide recommendations to improve program effectiveness.
  • Draft Standard Operating Procedures (SOPs) to ensure consistency, quality control, and cross-training to mitigate IT-related risks.
  • Provide support to bureau staff to maintain connectivity and resolve complex IT problems and technical issues as needed.
  • Assist in the development and implementation of policies and procedures related to mobile devices and cloud services.
  • Maintain and update the bureau’s IT inventory records.
  • Update SharePoint Online sites as directed by EX, supporting the design, development, testing, implementation, deployment, and technical maintenance of the bureau’s SharePoint infrastructure.
  • Provide support and manage data across bureau IT systems.
  • Assist the Information System Security Officer (ISSO) with all technical aspects of information system security and help maintain security controls throughout the full lifecycle of the IT system.

Qualifications

Skills/Qualifications: The ideal candidate brings strong technical expertise in SharePoint Online, Power Platform tools, and mobile device support, along with a solid foundation in records management policy implementation. They are proficient in research methods and skilled in workflow automation, application development, and data visualization. The role requires excellent English communication skills, the ability to manage multiple tasks and priorities across locations, and a demonstrated capacity for independent decision-making in a dynamic, team-oriented environment. 

 

Education and Experience:

  • Bachelor’s degree in an Information Technology–related field preferred. Proven experience and certifications will be considered in lieu of a degree.
  • 1-5 years of experience required.

Clearance Requirement: Active Secret clearance required. Must be a U.S. citizen. 

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
