Overview

Nakupuna Solutions is seeking a Human Resources Specialist. The Human Resources Specialist supporting the CT Executive Office (CT/EX) plays a key role in managing a range of personnel-related functions and ensuring consistent HR support across the Bureau. This position serves as a primary point of contact for staff and leadership on HR matters, supports recruitment and onboarding activities, maintains accurate organizational data, and facilitates coordination with central HR offices. The specialist also oversees bureau-level programs and compliance-related tasks, providing timely guidance and administrative support to meet the Bureau’s evolving workforce needs.

 

The Department of State’s Bureau of Counterterrorism (CT) leads the U.S. government's efforts to counter terrorism abroad and to build the capacity of international partners to prevent and respond to terrorist threats. Administrative and Professional Support Services play a critical role in advancing CT’s mission by providing operational, logistical, and programmatic support across a range of initiatives. These services ensure the efficient functioning of the Bureau by supporting policy coordination, budget and financial management, human resources, travel, procurement, and other essential administrative functions that enable CT to deliver timely, effective counterterrorism programming worldwide. The place of performance for this work is Washington, DC, and some travel may be required.

Responsibilities

  • Serves as the Client Bureau Liaison (CBL) and primary point of contact for assigned offices on HR-related questions and actions, addressing items within the Bureau’s authority and coordinating with GTM on delegated matters.
  • Assists in preparing Civil Service recruitment packages for hiring managers, including consultations to develop vacancy announcements and submitting cases to GTM for processing.
  • Maintains and updates the Bureau’s organizational charts and contact lists.
  • Maintains and updates the welcome package for incoming employees.
  • Updates the Employee Check-In/Out Dashboard to reflect staff arrivals and departures.
  • Generates reports from HR systems, including but not limited to staffing patterns, within-grade increases (WGI), tenure, and other reports as required.
  • Manages the Bureau’s telework program.
  • Oversees the Bureau’s intern and fellowship programs.
  • Notifies management when a handshake offer can be extended to a Foreign Service (FS) employee.
  • Prepares and submits Chief of Mission nomination packages to GTM/CDA, and drafts memos for employee recall or extensions of retirement appointments.
  • Reviews the Special Differential Certification position annually to ensure continued eligibility and compliance.

Qualifications

Skills/Qualifications: Skills/Qualifications: The ideal candidate must work with minimal supervision and deal directly and effectively with senior officials of the Department and interagency management. A thorough knowledge of the organizational structure of the State Department and bureau is required. The candidate must have the ability to perform the following tasks under the conditions described: assignments involve simultaneous processing of numerous and different responsibilities and tasking within stringent deadlines. Challenges include meeting deadlines without compromising quality control standards. Document review, distribution, and processing require general substantive understanding of the subject matter and the priority attached to the subject matter by CT and Department principal officials. Shifting priorities, breakdowns in communication, and the inaccessibility of key signatories often obscure courses of action. The role requires excellent English language (written and oral) communication skills, a proven ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment. Strong organizational, communication, interpersonal, and computer skills are essential. The ability to work independently to assess priorities and manage daily coordination of details with minimal supervision is critical.

 

Education and Experience:

  • Bachelor’s degree in a related field required.
  • 1-5 years of relevant experience required.

Clearance Requirement: Active Secret clearance required. Must be a U.S. citizen. 

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
