Overview

Nakupuna Consulting is seeking a Data Analyst to support NAVSEA 04 (Industrial Operations) strategic planning products. This individual will provide direct support to NAVSEA 04’s mission of getting ships to sea and keeping them ready. This person will assist the Nakupuna NAVSEA 04 Program Manager in leading a team across a broad range of activities to include legislative support in direct support of the NAVSEA 04 mission. 

Responsibilities

  • Support 04Q as a Data Analyst
  • Able to organize material, perform data analytics, and completes writing assignments according to set standards regarding, clarity, conciseness, style, and terminology
  • Create and/or update databases and spreadsheet-analysis data in electronic formats compatible with NAVSEA-approved, web-based document sharing initiatives in support of Naval Sustainment Systems-Shipyards (NSS-SY) programs to include, but is not limited to, availability planning, availability duration estimation, shipyard capacity, execution status, and financial and budget status
  • Create and provide information management support, including the monitoring, maintenance, and access management of SEA 04 information on NMCI Non-classified Internet Protocol Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET) share drives, SEA 04 DON Tasking, Records, and Consolidated Knowledge Enterprise Repository (Enterprise Task Management Software Solution (ETMS2)) Alfresco Enterprise sites, SEA 04’s IDE (currently SEA 04’s SharePoint site collections), Corporate Data Management System (CDMS) LiveLink sites (including CDMS NOFORN)
  • Fix or remove incorrect, corrupt, incorrectly formatted, duplicate, or incomplete data within a dataset
  • Gather and analyze technical information from various sources and create EXCEL/ SQL queries to retrieve specific information and parameters from database(s)
  • Apply data mining techniques to large data sets to identify patterns, relationships and behaviors
  • Analyze, interpret and draw conclusions from data, and identify problems, solutions and opportunities using the analysis
  • Create and deliver graphical representations to best display information and convey concepts, to include but not limited to compelling interactive briefings, reports, and dashboards via Microsoft Teams (FlankSpeed) or an NMCI approved, compatible platform
  • Interpret and analyze data, behaviors and processes, trends and situations and recommended solutions
  • Understand and articulate root causes. Ensures analytics are usable, actionable, and valuable for today and predictive of the future
  • Define Key Performance Indices (KPIs) and metrics for measuring success. Tracks metrics to target vs goal, tying back derived data insights to big picture strategy

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in NAVSEA, specifically data analysis and program/project management supporting NAVSEA program offices.

 

The ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • Demonstrated knowledge of DoD program management, technical, or business management.
  • Experience communicating with SES/Flag level personnel is required along with supervisory experience.
  • PMP Certification desired.

Education and Experience: The following are desirable levels of experience: 

  • Bachelor’s degree in any technical or managerial discipline is required.
  • 0 - 3 years of professional experience in the Defense Department or U.S. Navy acquisition process, program management, technical, or business management.
  • Experience with Qlik, Databricks, Power BI, and Tableau is preferred.
  • Minimum of two (2) years relevant experience in DoD/Navy program management.

Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret security clearance.

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

 

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $60,000.00 to $70,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
