Overview

Nakupuna Consulting is seeking a Management Analyst IV – Contract Data Requirements List (CDRL) Manager to provide data analysis, complex problem-solving, and leadership supporting the execution of a large size, multi-year contract to the Integrated Personnel and Pay System – Army (IPPS-A) Army Military Payroll (AMP). Nakupuna Consulting is extending contingent offers for this effort in anticipation of contract award, which is expected in May of 2024. The CDRL Manager will serve as an expert-level business analyst by analyzing organizational frameworks, identifying weak points, and proposing improvements around the management of CDRL artifacts for the contract. The CDRL Manager will then measure the effectiveness of the improvements in execution. The CDRL Manager will be responsible for overall management of the process and coordinating with all CDRL POCs both from the contractor team and Government, ensuring CDRLs are delivered to the Government that are high quality and on time, and producing any CDRL related data reports to the Program Manager as well as the Army client. Mentorship of junior staff-members will also be an element of this position, and the CDRL Manager should be willing to collaborate and coach team members across the AMP program.

Responsibilities

  • Perform CDRL management and document configuration management support, including document and versioning control.
  • Coordinate with technical, operational, and management team members to create and deliver CDRL items.
  • Ensure CDRL quality when deliverables arrive, to include inspecting for proper markings; review Government CDRL responses and ensures comment clarity and quality; assist teams to make and adjudicate comments in CDRL workflows.
  • Interface directly with client project managers and technical staff.
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Work with technical staff to interpret, organize and draft supporting documents for client meetings and presentations.
  • Identify, analyze, and interpret trends or patterns in complex data sets to create reports and professional documents that communicate project status to both internal and external stakeholders.
  • Analyze business processes and identify opportunities for improvement.
  • Develop and distribute documentation to internal and external stakeholders to build understanding of technical concepts.
  • Work with team management to prioritize business and information needs.
  • Use judgement to select the best communication medium to convey content; may include use of graphics, diagrams, charts, etc.
  • Standardization of content with a high level of attention to detail allowing for delivery of documentation with minimal error.
  • Participate in client and milestone meetings to maintain ongoing awareness of project status.
  • Demonstrate problem solving skills when facing impediments.

Qualifications

Education and Experience: Bachelor’s degree with 6 or more years of experience within the federal government, DoD, Army, or IC and/or private sector preferred. PeopleSoft, Workday, or other ERP experience a plus.

Clearance Requirements: This position requires a current Secret clearance. Must be a U.S. Citizen. 

 

Work Location: Work location will be in the D.C., Maryland, Virginia region.

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds
  • Ability to use stairs without assistance
  • Ability to perform repetitive motions with the hands, wrists, and fingers
  • Ability to engage in and follow audible communications in emergency situations
  • Ability to sit for prolonged periods at a desk and working on a computer
  • Ability to stand, sit, walk, lift, carry, reach, kneel, crouch, bend and climb a step stool/ladder
