Overview

Nakupuna Consulting is seeking an Audit Compliance Manager to provide audit reporting, audit mentoring, and general audit readiness in supporting the execution of a large size, multi-year contract to the Integrated Personnel and Pay System – Army (IPPS-A) Army Military Payroll (AMP). Nakupuna Consulting is extending contingent offers for this effort in anticipation of contract award, which is expected in May of 2024. The Audit Compliance Manager will have a deep understanding of FMFIA, FISCAM, FIAR Guidance, OMB, and other government regulations. The Audit Compliance Manager will collaborate with the numerous Agile teams supporting AMP and will help ensure all teams follow Audit Compliance. This collaboration will also involve the formation and oversight of the Audit Compliance community of practice. The Audit Compliance Manager will serve as a manager for other audit professionals on the AMP project, providing leadership with a robust knowledge-base and effective decision-making.

Responsibilities

  • Ensure AMP is audit ready prior to any official system audits being scheduled.
  • Identifies and documents all necessary internal controls in accordance with the Federal Managers Financial Integrity Act (FMFIA), Financial Improvement and Audit Readiness (FIAR) Guidance, Federal Information Systems Controls Audit Manual (FISCAM), National Institute of Standards and Technology (NIST)/Federal Information Security Management Act (FISMA), Office of Management and Budget (OMB) Circular number A-123, and other similar regulations for the scope of AMP.
  • Ensure the necessary functional requirements for SFIS have been implemented in AMP and align with the U.S. Department of Treasury’s Treasury Direct Disbursing (TDD) process which uses specific elements from SFIS for downstream accounting systems to ensure proper reconciliation.
  • Validate AMP is following the specified business rules for SFIS elements per “SFIS 11.1 Compliance Checklist,” promulgated by the Department of Defense (DoD) Office of the Deputy Chief Financial Officer (ODCFO).
  • Manages hiring for the Audit Compliance community of practice across all Agile teams.
  • Acts as point of contact for Agile teams for Audit Compliance staffing needs.
  • Responsible for the Audit Compliance community of practice organizational structure.
  • Implements standards for Audit Compliance processes and documentation.
  • Responsible for creation of CDRLs related to Audit Compliance community of practice.
  • Acts as Govt POC for Audit Compliance community of practice.
  • Manage direct reports including conducting performance reviews, ensuring appropriate tasking, training, and mentoring, ensuring timesheet compliance, support recruiting and staffing initiatives, and other management duties.

Qualifications

Education and Experience: Bachelor’s degree with 8-12 years of audit compliance experience within the federal government, DoD, Army, or IC and/or private sector preferred. PeopleSoft, Workday, or other ERP experience a plus.

 

Skills/Qualifications: Certification in SAFe for Teams preferred.

 

Clearance Requirements: This position requires a current Secret clearance. Must be a U.S. Citizen. 

 

Work Location: Work location will be in the D.C., Maryland, Virginia region.

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds
  • Ability to use stairs without assistance
  • Ability to perform repetitive motions with the hands, wrists, and fingers
  • Ability to engage in and follow audible communications in emergency situations
  • Ability to sit for prolonged periods at a desk and working on a computer
  • Ability to stand, sit, walk, lift, carry, reach, kneel, crouch, bend and climb a step stool/ladder
