Overview

Nakupuna Consulting is seeking a Deputy Program Manager to provide management, leadership, and administration supporting the execution of a large size, multi-year contract to the Integrated Personnel and Pay System – Army (IPPS-A) Army Military Payroll (AMP). Nakupuna Consulting is extending contingent offers for this effort in anticipation of contract award, which is expected in May of 2024. The Deputy Program Manager will assist the Program Manager with the general direction of the AMP program. The Deputy PM will provide mentorship to more junior employees, and act as a stalwart contributor to the overall mission. This will include acting as interim-PM in times where the PM is unavailable or occupied. The Deputy PM will coordinate with the PM on the creation and execution of the project plan. Communication with the Army client will be a standard in this position, and the Deputy PM will help facilitate this open line of communication to provide status reports and resolve problems. The Deputy PM will assist with staffing the AMP program, relying on a robust knowledge of Information Technology to help fill essential roles. The Deputy PM will collaborate with the numerous Agile Teams, ensuring all teams can achieve objectives and be flexible to pivot if the roadmap alters.

Responsibilities

  • Assist the Program Manager in planning and execution of deliverables and requirements.
  • Responsible for all aspects of program management, including planning, budgeting, staffing, and performance.
  • Serve as interim-PM in times where the PM is unavailable.
  • Helps PM achieve operational objectives by contributing information and recommendation to strategic plans. Prepares, reviews, and completes action plans. Implements production, productivity, quality, and customer-service standards; resolves problems; identifies trends, determines necessary improvements, and executes changes.
  • Assist PM in developing full scale project plan and ensure the project is delivered on-time, within scope and budget.
  • Assist PM in meeting financial objectives by forecasting requirements, preparing budget, analyzing expenditures, and implementing corrective actions.
  • Ensure employees have necessary resources by working with PM, Nakupuna Leadership, and Shared Services.
  • Communicate frequently with all clients to identify barriers and resolve problems.
  • Assist PM in facilitating and defining the project scope, goals, and deliverables; determine project tasks and resource requirements.
  • Schedule and assign duties of contractor personnel through communication with AMP personnel.
  • Ensure training and discipline of assigned employees.
  • Develop performance goals with Nakupuna Senior Management as well as employees; conduct performance reviews and evaluations with employees.
  • Conduct interviews with prospective employees to ensure all resource gaps are filled; coordinate with Nakupuna Shared Services to ensure onboarding/offboarding of employees, as well as resource requirements.
  • Provide direction and support to project team; resolve issues and work with Nakupuna Leadership to ensure resource requirements are met.
  • Communicate with Project Managers of complimentary projects at Nakupuna to ensure alignment and synchronization.
  • Keep program management team abreast of any issues of potential impact to achievement of client mission.

Qualifications

Education and Experience: Bachelor’s Degree with 10+ years of experience within the federal government, DoD, Army, or IC and/or private sector preferred. PeopleSoft, Workday, or other ERP experience a plus.

 

Skills/Qualifications: Certifications in PMP, Agile Certifications, and SAFe Lean Portfolio Manager preferred.

 

Clearance Requirements: This position requires a current Secret clearance. Must be a U.S. Citizen.

 

Work Location: Work location will be in the D.C., Maryland, Virginia region.

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds
  • Ability to use stairs without assistance
  • Ability to perform repetitive motions with the hands, wrists, and fingers
  • Ability to engage in and follow audible communications in emergency situations
  • Ability to sit for prolonged periods at a desk and working on a computer
  • Ability to stand, sit, walk, lift, carry, reach, kneel, crouch, bend and climb a step stool/ladder
