Overview

Bureau of Global Health Security and Diplomacy (GHSD) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). The PEPFAR Program Manager position integrates diplomacy and a data use function to support the goals of PEPFAR at the Department of State. The incumbent will have comprehensive responsibility for one country and will work with PEPFAR headquarters staff to advance collective monitoring and progress to program impact for the HIV/AIDS response, and data utilization at multiple levels.

The PEPFAR Program Manager will serve a critical diplomatic function working with the team in-country, partner governments, civil society, and other stakeholders; responsibilities include serving as the primary communication channel for the country team with GHSD, and help raise the level of engagement between PEPFAR technical staff in their interaction with the Global Fund country team, and UNAIDS staff, to further advance complementary of programming.

 

  • Serves as the primary GHSD country expert, developing and maintaining intimate knowledge of HIV/AIDS epidemiology, program implementation, and performance for a designated country.
  • Monitors and evaluates Country Operations Planning (COP) implementation, including targets and outcomes.
  • Analyzes Panorama dashboards to identify trends in performance, program quality, expenditure, and data quality issues.
  • Conducts quarterly performance analysis against targets and expenditures to ensure program effectiveness.
  • Reviews Implementation Management (IM) work plans and budgets for alignment with COP strategic direction.
  • Maintains a comprehensive understanding of all GHSD guidance, including Program Quality (PQ), Operational and Financial Planning and Reporting System (OFPS), Monitoring, Evaluation, and Reporting (MER), Emergency Response (ER), and Site Improvement through Monitoring Systems (SIMS), as well as tools used for COP development, execution, and monitoring such as FAST and Datapack.
  • Works directly with the PEPFAR Country Team to ensure effective coordination and collaboration in program implementation and monitoring.

Qualifications

Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel. 

 

Education and Experience: The following are desirable levels of experience: 

  • Bachelor’s degree in public health, epidemiology, health sciences, allied sciences, or related field appropriate to the work position.
  • A minimum of 5 years of relevant work experience.

Clearance: Must be a U.S. Citizen. MODERATE RISK PUBLIC TRUST clearance required.

 

Physical Requirements: 

  • Frequently lift and/or move parts up to 40lbs, and occasionally lift and/or move parts up to 50lbs 
  • Stand, walk, stoop, kneel, crouch, or crawl for many continuous working hours 
  • Frequently use arms, hands, and fingers to grasp and move network equipment 
  • Frequently bend, stretch, twist, or reach overhead when moving network equipment
