Overview

The Cost & Finance Program Analyst will join the PRIME unit of the Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) in Washington, D.C. The candidate will provide critical support in data analysis and strategic insight, necessitating the ability to obtain a Moderate Risk Public Trust clearance. Collaborating closely with various S/GAC teams, U.S. government agencies, and international partners, the candidate will contribute significantly to informed decision-making, program improvement, and ultimately, the global effort to combat HIV/AIDS.

Responsible for supporting designated PEPFAR countries across Sub-Saharan Africa, Asia, and/or the Latin America/Caribbean Region. Your primary responsibility will involve analyzing the supporting costs, budgeting, and financing of HIV/AIDS interventions within PEPFAR programs. By providing accurate and timely data, your insights will inform funding decisions for both internal stakeholders and external partners.

  • Serves as a Cost and Finance Program Analyst for designated PEPFAR countries in Sub-Saharan Africa, Asia, and/or Latin America/Caribbean.
  • Analyzes supporting costs, budgeting, and financing of HIV/AIDS interventions under PEPFAR implementation.
  • Provides timely and accurate data for funding decisions, including reports for internal and external stakeholders.
  • Supports development, approval, implementation, and reporting of operational and strategic plans for PEPFAR countries and regional HIV/AIDS programs.
  • Offers strategic input into budgeting for HIV/AIDS interventions, contributing to impactful decision-making.

Qualifications

Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel. 

 

Education and Experience:

  • This position requires a minimum of 5 years of relevant work experience.
  • A bachelor’s degree in Accounting, Economics, Finance, Business or related field from an accredited institution is required.
  • Strong analytical skills with the ability to interpret complex data and inform decision-making.
  • Proficiency in Microsoft Office suite and other relevant software applications.

Clearance Requirements: Must be a U.S. Citizen. Must be able to obtain a Moderate Risk Public Trust (Tier 2) clearance required.

 

Physical Requirements: 

  • Frequently lift and/or move parts up to 40lbs, and occasionally lift and/or move parts up to 50lbs 
  • Stand, walk, stoop, kneel, crouch, or crawl for many continuous working hours 
  • Frequently use arms, hands, and fingers to grasp and move network equipment 
  • Frequently bend, stretch, twist, or reach overhead when moving network equipment
