Overview

Nakupuna Consulting is looking for a Financial Analyst to join our team of talented consultants providing professional services to the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). This position will work with a team to perform financial management and budget support for programs within OUSD(A&S). The ideal candidate has significant DoD financial management experience to include in-depth familiarity with the Planning, Programming, Budgeting, and Execution (PPBE) process and Defense Business Systems.

Responsibilities

  • Support the Dormant Account Review Quarterly process, identifying unliquidated obligations (ULOs) and performing necessary coordination and financial transactions to de-obligate ULOs.
  • Support the annual collection and reporting of RDT&E funds execution data for the annual survey.
  • Resolve payment and invoicing issues by liaising with the Defense Finance and Accounting Office, WHS Financial Management Directorate, and WHS Acquisition Directorate.
  • Develop reports, spreadsheets, presentation material, and prepare drafts of official correspondence.
  • Assist with budget exhibit preparation, including OP-5 narratives and OP-5 Stubs (O&M) budget reclamas, and R2/3/4 Exhibits (RDT&E).
  • Draft, review, validate, and prioritize POM papers, POM briefs, Unfunded Requirement (UFR) papers, reclamas, and related budget justification data.
  • Plan, schedule, and coordinate financial management efforts to integrate programs within A&S during all phases of the budget process.
  • Support the planning, development, and execution of IBP’s financial and acquisition Management Internal Controls and Financial Improvement and Audient Readiness compliance.
  • Maintain compliance with DoD Instruction 5010.40, Managers’ Internal Control Program Procedures and A&S guidance. Support IBP goals to achieve internal control objectives.
  • Integrate internal controls into the supported offices’ financial and acquisition management processes.
  • Support Defense IT Investment and Defense Business System by inputting PPBE information into DoD systems of record, including SNAP-IT, DITIP, and the Controller XML database.
  • Support the offices’ estimates of Future Years Defense Program IT Expenditures.

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in DoD financial management. Specifically, the ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • Demonstrated experience supporting programming and budgeting processes, such as preparing budget exhibits and forecasting.
  • Demonstrated experience in preparing and tracking financial commitments, MIPRs, purchase requests, obligations, and expenditures.
  • Experience in financial metrics analysis, planning, and presentation.
  • Experience with Defense Business Systems is highly preferred such as Defense Agencies Initiative (DAI), G-invoicing, SNaP-IT, DITIP, Comptroller RDT&E XML Exhibits, Defense Travel System, Program Resources Collection, Dormant Account Review Quarterly, Wide Area Workflow, WHS SharePoint Sub-Allotment Portal, and CAPE Program Budget Review.
  • Working knowledge of the DoD Financial Management Regulations.
  • Effective communication and problem-solving skills. Must possess strong numerical and analytical skills. The ideal candidate will possess demonstrated capabilities in researching, collecting, and synthesizing large and complex datasets or databases and a keen eye for detail and accuracy.
  • Takes initiative and exercises personal accountability for achieving high quality outcomes. Responds promptly to customer needs.
  • Excellent Excel and Microsoft Office skill Ability to create and maintain complex financial spreadsheets.

Education and Experience: Five or more years of relevant experience and a Bachelor’s degree is required.  

 

Location: Work is performed on Government site at the Pentagon, within Nakupuna offices in Arlington, Virginia, and via telework. Employment is not full-time telework but conducted in a hybrid schedule consisting of both on-site support and telework. Employees will work in close proximity with Government personnel.

 

Clearance: This position requires an active SECRET security clearance. Must be a U.S. citizen.

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds.
  • Ability to use stairs without assistance.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
