Overview

Nakupuna Consulting is looking for a Test Manager. This position ensures the Navy Personnel and Pay (NP2) program meets all test commitments and deliverables to meet the needs of the customer. The Test Manager leads testing teams to ensure the overall delivery of software and documentation has been adequately tested. They also ensure the software and documentation deliveries meet defined standards for quality assurance. NP2 is personnel and pay system based on a PeopleSoft solution utilizing the HCM, FSCM, and Global Payroll modules. The candidate should have experience in PeopleSoft Pay systems, leading large teams, and conducting multiple test events and projects of similar size and scope.

Responsibilities

The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned.  Additional duties and responsibilities to this job may be defined as the program evolves.

  • Management of all testing activities and events conducted by the test team to include unit, regression, automation, 508 compliance, end-to-end testing, and core pay validation in accordance with the NP2 design approved by the Government.  
  • Management of test team activities in support of Government led testing, and ensuring the system is fully tested in preparation for Government led and third-party integration testing.  Government led tests include functional requirements testing, integration testing, 508 compliance testing, security testing, and payroll auditing and controls. 
  • Management responsibility of full testing scope:
    • Testing for each component and testing of full functionality across NP2 and MyNavy HR components (e.g. End-to-End testing).  
    • Testing the new/existing interfaces to align with current legacy and future systems.  
    • Operational and interoperability testing. 
    • Government Acceptance testing and Systems Engineering Technical Reviews (SETR) events.  
  • Organize and staff a test team to support all testing needs for NP2.
  • Plan, oversee, and deliver all test documentation including a Test Strategy, and a Test Plan for all test event execution, as well as all required contract deliverables. 
  • Establish process and procedure for test team operations, implement and train test team.
  • Establish and operate a defect management process.
  • Oversee the automation of testing scripts for delivery to the customer per contract requirements, as well as for use in regression testing.
  • Ensure delivery of code and systems meet performance, operational readiness, and other non-functional requirements.
  • Create and maintain testing standards and templates.
  • Oversee, review and approve all testing materials, test cases, plans, document.
  • Provide test execution reports and metrics to project team and customer.
  • Sign-off on release package testing and document known issues/defects.
  • Work with customer to plan and define additional testing events/phases and requirements
  • Manage multiple test teams
  • Direct and oversee execution of test scripts and documentation of test results in test logs or defect tracking systems.
  • Communicate testing status to key stakeholders throughout entire development process.
  • Perform all management tasks (timesheet approval, performance reviews, etc) for direct reports.
  • Ensure team communications to direct and indirect reports, as well as cross team accountability to peers.

Project delivery may periodically require working evenings and weekends, sometimes with little advanced notice.

Qualifications

 The candidate should have experience working with the following technologies:

  • A thorough knowledge of iterative development methodologies including Agile Scrum methods
  • Demonstrated experience testing and leading test events for PeopleSoft software for large scale programs.
  • Demonstrated experience working with industry standard enterprise testing tools for tracking test cases, test execution and defect management
  • Knowledge of PeopleSoft HCM and Payroll modules including navigation through PeopleSoft homepages and work centers as well as configuration  of PeopleSoft setup tables.

Clearance: A background investigation at the T3 level is required, as this is not currently a classified position. Must be a U.S. citizen.

 

Work Schedule: Hybrid work schedule, going in Arlington, Virginia office 2 days a week. Attending late evening or early morning calls and remote meetings may be required. Domestic and international travel may be required.

 

Education and Experience: 

  • This position requires a Bachelor’s degree from an accredited institution, or equivalent relevant business experience.
  • Must have 5+ years of experience as a Test Manager on a program of similar technology, size, and scale enterprise HR and Payroll system implementation. 
  • Experience with government and DoD environments is desired.
