Overview

Nakupuna Consulting is looking for a Financial Analyst to join our team of talented consultants providing professional services to the Office of Secretary of Defense (OSD). This position will work with a team to perform financial management and budget support for programs within OSD. The ideal candidate has significant DoD financial management experience to include in-depth familiarity with the PPBE process and Defense Business Systems.

Responsibilities

The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. The candidate will work within a team construct but also individually to meet client requirements.

  • Provide financial management and analytical support to IBP staff, leadership, and Assistant Secretary of Defense for IBP (ASD/IBP).
  • Provide analysis in support of IBP offices and activities’ financial management of assigned Programs, Projects, and Program Elements (PEs).
  • Coordinate, support, and analyze Program Objective Memorandum (POM), Budget Estimate Submission (BES), Program Budget Review (PBR) and President’s Budget (PB) submissions for assigned activities, programs, projects, and PEs.
  • Coordinate and support budget development, execution and tracking for designated IBP budget accounts.
  • Support preparation of budget exhibits for assigned programs, projects, and PEs for each organization.
  • Assemble and validate all contract, program, and cost estimate information and upload requisite supporting documentation into Government systems to enable fund document approval.
  • Draft and process Purchase Requests, Military Interdepartmental Purchase Requests (MIPRs – 448s and 448-2s), DD 1144 and Treasury Forms 7600 A/B Interagency Agreements, and other funding documents.
  • Track and report the funds execution of assigned programs, projects, and PEs, including sub-allocations, commitments, obligations, and expenditures.
  • Prepare detailed and summary monthly reports. Brief funds status at the office level at least monthly, addressing commitment, obligation, and expenditure rates, burn rates, funding levels, current budget-related tasks, and issues/concerns.
  • Communicate with appropriate Government personnel to identify program issues impacting budget execution, and prepare for and support formal program financial reviews, including the Service Requirements Review Board process.
  • Support the Dormant Account Review Quarterly process, identifying unliquidated obligations (ULOs) and performing the necessary coordination and financial transactions to de-obligate ULOs.
  • Liaise with stakeholders to resolve payment and invoicing issues.
  • Develop reports, spreadsheets, presentation material, and prepare drafts of official correspondence as required.
  • Assist with budget exhibit preparation and review, including OP-5 narratives and OP-5 Stubs (O&M), budget reclamas, and R2/3/4 Exhibits (RDT&E).
  • Support the IBP’s financial and acquisition Management Internal Controls and Financial Improvement and Audit Readiness compliance. Integrate internal controls into the supported offices’ financial and acquisition management processes.
  • Support activity input and uploads of PPBE information into systems of record.

Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in DoD financial management. Specifically, the ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • Demonstrated experience supporting programming and budgeting processes, such as preparing budget exhibits and forecasting.
  • Demonstrated experience in preparing and tracking financial commitments, MIPRs, purchase requests, obligations, and expenditures.
  • Experience in financial metrics analysis, planning, and presentation.
  • Experience with Defense Business Systems, such as Defense Agencies Initiative (DAI), CAPE Program Budget Review, and SNaP-IT. Experience with DAI is highly desired.
  • Working knowledge of the DoD Financial Management Regulations.
  • Effective communication and problem-solving skills. Must possess strong numerical and analytical skills. The ideal candidate will possess demonstrated capabilities in researching, collecting, and synthesizing large and complex datasets or databases and a keen eye for detail and accuracy.
  • Takes initiative and exercises personal accountability for achieving high quality outcomes. Responds promptly to customer needs.
  • Excellent Excel and Microsoft Office skill Ability to create and maintain complex financial spreadsheets.

Education and Experience:

  • Three or more years of relevant experience and a Bachelor’s degree is required.
  • Certified Defense Financial Manager certification and/or Certified Government Financial Manager certification is preferred.

Clearance: This position requires an active SECRET security clearance. Must be a U.S. citizen.

 

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds
  • Ability to use stairs without assistance
  • Ability to perform repetitive motions with the hands, wrists, and fingers
  • Ability to engage in and follow audible communications in emergency situations
  • Ability to sit for prolonged periods at a desk and working on a computer
